Does anyone understand or knows why some applications were approved directly after the test and some other weren't? Is there any rule or a reason?

I agree. I don't know why some people do so much fuss about it. If your application supposed to be approved, it will be. Who cares if it takes 2 weeks or 2 months longer. We can't travel anyway.
