You will get BVA as soon as you lodged a 189 or 190 visa application. Literally right after submitting your application and made your payment. All documents can be attached later. I couldn't find step-by-step guide from the internet either. But lodging the application is rather straight forward. What happens after you are invited is that there will be an option for you to apply for the visa in Skill Select. From there, you will be redirected to an IMMIAccount website where you will create an account and will then be able to lodge an online visa application from there.
