190 NSW just recently add more requirement - does previous submitted EOI applied to this requirement?

Hi there,

I'm offshore applicant from Mumbai. I've submitted EOI for 190 NSW at the beginning of this year with 65 (+5) points.

However, for the FY2019-2020, look like NSW add additional criteria for certain occupation that NSW required an applicant to work in the nominated occupation in NSW for at least 1 year in order to get nominated from NSW. I nominated that occupation as well (IT Professional)

I'm wondering does this regulation applied to previous submitted EOI or only recent submitted EOI? I do not have any Australian working experience.
