Is this substantial enough to apply Bridging B?

Hi guys, 

Currently, my friends visa has been rejected by the immigration and she has appealed to AAT and while her application is being processed can she apply to bridging B? (She is currently holding a bridge A).

Before her visa is rejected, she has booked a return flight to Japan for attending her best friend wedding. she is not Japanese. 

Would "attend to her best friend wedding in Japan" be substantial enough for bringing B to be granted?

 

If so, what evidence should she provide? 

Currently she has only wedding invitation card.
