My uk passport has a year or so to run

We are shortly moving to Australia on my pr visa

should I renew my passport now or wait until I'm there and do it overseas?

i don't want an mistakes with my pr being linked to a new passport so I'm leaning towards waiting

also has anyone managed to exchange a uk paper only driving licence to aus one?

The paper part of the licence has been abolished. Although depending on when you got your licence, you could maybe still use it.

Personally, for the cost I'd get a photo one and not take any chances.

If your passport has a year to run and you are migrating soon I don't see why you need a new one now. Although it may be easier to get it done before you move and get the visa linked to the new passport. And if you are worried carry the old passport with you also when you travel.

In terms of cost, its the same price for the passport if you are in the UK or overseas. It all goes via the UK these days anyways and is simple enough to apply for from overseas.
