You can set one up if you go to http://www.border.gov.au/immiaccount but you'll need your application ID or Transaction Reference Number (possibly on your grant letter?). I'm not sure you can access it if you didn't apply for your visa through Immiaccount to start with though, but worth a try as it takes seconds to update new passport details.
