    Thank you , do I need to pay the $2800 initial fee now for visa 173 before they come to Australia and lodge the application now ?

    My parents is currently overseas and they have just got 1 yr tourist visa subclass 600. Conditions no further stay . I was wondering can I apply for 173 visa now before they come to Australia . Please advise
