The reason that my agent told me is the employer didn't show how the manager salary was generate. But in the financial statement show a net profit amount that more than enough to pay the salary.

Hi all, I am from SA I was informed by my agent that my 187 application has been refused. I have decided to Appeal as my agent told me the I have a 80 percent chance to get it approve after the appeal. But I am a bit confused on the fees that he had told me. I need to pay 2 x appeal fees and 2 x 1000 dollars go to a Marion council (not sure if I heard it wrong) Why do I need to pay 2 times of the appealing fees? Hope someone can answer me.
