Hi, I've just been through the process. There's loads of conflicting info on line but here's what worked for me (bearing in mind that I think this only applies if you have an Emirates ID number).
Go to the UAE Ministry of Interior website, click Important Services, then Criminal Record Certificate for Clients Outside Country. Fill in your details including your Emirates ID number, pay the fee (just over 100 dirhams), and in about 24 hours they'll email the certificate to you.
I lived in Dubai which wasn't an option in the drop-down menu when I was doing my application, but I selected Abu Dhabi (where I never lived) and it didn't make any difference. An employee of the consulate in Melbourne told me to do that.
So if you've got an Emirates ID number, you don't need fingerprints, verification of documents, snail mail, etc. It was very straight forward in the end once I knew what to do.
By the way, my wife lost her Emirates ID number. She called Dubai Police and after being passed around to a few different people, they finally gave her number to her over the phone! Hope the above is helpful for people.

Just landed on this topic through google search. I am applying for PCC for citizenship application and need the MOI PCC. I applied online and got the PCC emailed to me in 2 hours after I paid the fees.
However, the PCC does not have department stamp and there is a big red box/ stamp saying "Refer to "Please refer to the UAE diplomatic mission abroad...."
Not sure if this will work or not? Was your PCC similar and what did you use it for?
