I think u have mistakenly read it u can apply for 143 once u enter aus on 173 even after week not after spending 2 years on the 173 the only benefit is cost is spread among two visas thats it other remain same

It means those who have applied 143 before 1 april 2018 will be asssesed under old AOs rules income requirement.?
