So its like a limit for 190. When the limit is reached, the state shuts it. And the year starts from july to june. So if i apply in april, then i will be considered after july when the new year begins for it. Am i correct?

Hello I am doing PHD in marketing from UNI OF Manchester and this is my last year. After my phd i plan to apply for 190 visa under the category of university lecturer. I have 3 years of uni teaching experience. I understand that i need to submit an EOI and then they would send me invitation if they find me eligible to apply for visa. Now my question is, does the concept of Occupational Ceiling apply on 190 visa as well? I have searched for it and i am getting mixed answers. I have read somewhere that it does and i have also read somewhere that it doesn't apply on 190. If someone can please solve my confusion I will be much obliged. Sorry for the rant.
