My question is - do you have to pay $6800 for PMV and then another $6800 for partner visa?

I hoping someone can help. If my partner applies for a prospective marriage visa, how long would it take to be processed? Secondly if he then applied for a partner visa as required, would we have to pay the $6800 for both applications? Any feedback would be much appreciated.
