In other words, the offer of a refund is not sincere. First, not everybody uses an RMA (I assume that means migration agent). I filed my application online by myself without assistance. Second, as stated, what are they serious about? That six years later it would be reasonable to assume that a person has a photocopy of the card in question? If they are serious about that one, then they are not serious about the refund. The RMA may have kept a photocopy of the card but an individual applicant is unlikely to have kept one at all and certainly not for six years. If I absolutely need to, I can always track down the entire credit number but the photocopy of the card used six years ago..absolutely not. Banks in most countries discourage their customers from such practices and they certainly do not want their customers holding on to old cards...they ask them to destroy their old cards...numbers are changed every few years as a security measure as well. I guess in a sense you did answer my question...the refund scheme is insincere...
Second to that. I'm applying online by myself too. Credit card info/photocopy had long gone after all these years. As long that we have the receipt and our application name and so, they should just refund according to applicant desire account, instead refund back to none existent credit card account.

With this cap and ceased announced, everything they did or said are ridiculous.. Guess they were hopeful we couldn't provide these thus refund deemed invalid

Indeed, there are varies reasons some couldn't reapply with new eoi, but immi used one reason to push you away, cap and ceased. I hated these two words already, and that bloody fool assistant minister.

My status was shown "assessment in progress" yesterday, today received the email regarding this cap and ceased. So the status is not relevant.

I'm a 176 applicant who waited since 2009 as well. But I do agreed with captainc. Aud10k each might not be a lot to you but it does to some. With this amount I could have reapply again with some extra balance.
So, Why not calm down for now and look from all possible aspects and advises we can get. Rushing to conclude won't do us any good. I'm as frustrating and disappointing as anyone do in these subclasses, but I hope for better planned action rather rushed decision caused further wasted money/time in vain.
With Dave lau did posted a comment regarding a channel "Commonwealth ombudsman" where we can initiate our complaint on unfair treatment by a government department. I do feel we can make a case here which at least a chance to overcome or put pressure on this cap and ceased decision. Furthermore this action should be free where we should start from before advanced into expensive court hearing.

As you knew we already wasted 6-7 years, some of us might be too old for couple more years of study. While under student visa you can't really get a proper job or earn enough to support your entire family living in Australia. It might bring great burden to your sponsor to prolong your stay and study.
Anyway, no doubt this is one of the alternative solution to move to Australia, but provided you still able to coupe with the study while working a part-time job, at your current age.
