Perm resident relapse rules?!

As you know, your permanent visa is valid for 5 years from the date of grant. All that expires though is your right to re-enter Australia as a PR. If you want to leave and re-enter before your 5 years is up, you don't need to do anything. If you want to re-enter after the 5 year point, you can only do so if you have a Resident Return visa.

If you have spent at least 2 years out of the 5 before applying for an RRV (2 years in total; doesn't need to be a block of 2 years), you will have no trouble whatsoever getting a 5 year RRV which resets your re-entry rights for another 5 years - you simply apply and you will get the 5 year RRV. If you have spent less than 2 years out of the 5 in Australia before applying, you will only be able to get a 12 month (or in some cases, a 3 month) RRV but that one is not so straightforward and you must be able to convince the processing officer that you should get one. Read the following for details on the eligibility requirements for an RRV:

http://www.immi.gov.au/Visas/Pages/155-157.aspx RRV. See Visa applicants > Who could get this visa?
