    Yes, BCC mentioned in their website that they can only host 600 per ceremony.

    If they host only 600 people for each ceremony, ~8100 will need 13 months to clear. That will be a huge backlog because DHA Brisbane conducts about ~2000 test per month.

    Anyway, need to wait for the updated statistic.

    I did a FOI on number of applications awaiting ceremony in Brisbane city council and the number is ~8100.

    Number is increasing from Nov 2020. There were 4,312 clients whose applications for citizenship by conferral had been approved and were waiting for a citizenship ceremony hosted by the Brisbane City Council as 30 Nov 2020.

    Also, below is the number of applications who attended citizenship ceremonies per month at BCC from Jan 2020 to Sep 2020. I'm waiting for the updated number until 2021.

    Looking at the number of 2020, it seems that BCC can increase number of invite to ceremonies per month. That's up to them. If they invite about 2000 applicants per month, ~8100 applicants will only need 4 months to reach. But the big question will be, how many people they invite per month? 

    I'll wait for the updated numbers and let you know.
