I am on 491 and so Wife... but She is stuck overseas. What are the chances of getting travel ban exemption for her?

I am new to this forum.. just want to know what are requirement of travel ban exemption for a Temporary visa holder? 
Any idea when borders will open for students and temporary visa holder?
