Yes. The 14 day quarantine is mandatory with almost no exceptions, and that includes Australian citizens. So you will definitely be doing quarantine. I don't expect that to be done away with any time soon. However, at the moment the government is paying for it. I won't be surprised if they start charging people for it in a few months, especially if they're not citizens.
Unlike the UK, Australia actually somewhat knows what it's doing.
