OP: I'm secondary, NSW EOI 6/6, 65+5 pts. NSW has not started 'bulk' inviting yet for the year, so they are only inviting certain occupations or very high point getters. And yes the occupational ceilings are stupid, they indicate demand, but selection is not based on them. For the 189, the caps are so high that the glut of 75+ point accounts and engineers can take pretty much all invites. For the 190, states have their own occupational priorities and don't publicize them.

It shows difference of 189&190  visa  where occupation ceilings. Only for 189  & while state sponsorship 190  is really different & not counting exact  demand of occupation ceilings

Without a prior qualification in the subject you won't be able to get that via RPL (recognition of prior learning) but the course can be done in Australia in a few months and would be very easy for someone with a degree.

So I am in big dellima  because my wife  run preschool  & She has  All relevant Experience .she has a a bechalor degree but doesn't have any certificate 3 or that   kind of  course  Is there any way due to good   Experience  they ignore  certificate 3 course ?  Or is there any way  to get  visa under 13411 ( child care Manager) only basis of experience .?

Early childhood Teacher is on the list but to get a positive skills assessment you would need 4 years of university. 3yr Bachelor followed by one year PGCE which includes at least 45 days supervised teaching practice. 

Asesssments are carried out by AITSL so perhaps take a look at their website and factsheets.

Be aware AITSL are quite picky about what they accept as Early Childhood Teacher and some struggle if the degree doesn't say early years in the title as there is an element for 0-2 years in Oz that perhaps isn't the norm in the UK. Make sure you sit the ACADEMIC IELTS for your skills assessment.

I recently did all the admin for my wife's assessment as Early Childhood Teacher which came back positive and happy to share some info with you if you require it.

My wife completed bachelor degree in science than after she worked related that but from last 5 years  she taken franchise of preschool  & she Handel all the task related preschool means she actually run own preschool  so how should I apply in 134111 occupation for early childhood manager. Plz guide me as well as how to put file for better chances to immigrate Australia PR  thanks

You would have to check with the relevant assessing body for that occupation/skill
