No. If born outside of Australia you will need to get a child visa for them.  Only children born to Citizens outside of Australia would be Citizens by descent.
 
Children born in Australia to PR parents will be Australian citizens by birth and British by descent.

Hi,

Me, my wife and our daughter already have a PR (sub class 189) but we have not yet relocated to Australia.

I was just wondering, if we have a another kid now, before moving to Australia, will our second kid also get PR automatically or is there any procedure involved ?
