You don't need private health insurance when you apply for your 461 visa - your Case Officer will advise you if and when you need it. New Zealand permanent residents have no access to Australia in terms of travel, work privileges or reciprocal benefits. All are only available to to NZ citizens - that is why you need a 461 visa in the first place.

 

You must provide independent evidence that you have been living in a genuine and continuing relationship and you may need more than what you have listed. Check out the requirements for a foreign partner to prove their relationship with their Australian partner when applying for for a Partner visa. You probably won't need as much as yours is only a temporary visa.
