The link provided by you clearly expounds that one has to live lawfully in Australia for four years, either as a PR or as TR (out of which at least 1 year should be spent as a PR), before becoming eligible for citizenship. Several months ago an applicant's case was discussed on these forums who was stuck in an immigration quandary. He requested his CO to opine on his case, heeded his CO's advice and subsequently got rejected. The best sources for immigration related info are DIAC website, internet forums and fellow applicants.
