Specific work experience requirement

Hi

 

Reading the DIAC's requirements for specific work experience it states for 10 points: -

 

If your nominated occupation is:

 

  • worth 60 points
    and
  • you have been employed in your nominated occupation, or a closely related occupation listed on the SOL, for at least three of the four years before the day of your application.

Now I am applying as Management Accountant which is on the SOL but for the past 5 years my occupations have been Finance Manager and Finance Director which are not on the SOL. Does it mean that the nominated occupation (Management Accountant) must be on the SOL or does it mean that the closely related occupation (Finance Manager or Finance Director) must be on the SOL?

Hi, my own take of the requirements is that the work you have performed for 3 of the last 4 years must be closely related to your nominated occupation. It does not say that either the work nor the occupation must be on the SOL to get the points. My nominated occupation is Accountant (General) but I haven't had a job title like that for a very long time. All of my job titles for the last decade have ended in "Manager" or "Officer" but the work is still management of finance or accounting related activities, so is relevant to the occupation.

 

The SOL requirements are elsewhere - If you're applying for a 175 then your nominated occupation must be on the SOL. If you're applying for a 176 then it does not have to be on the SOL, although you'd want your occupation to be on the SMP for your sponsoring state. Hope that helps.

I e-mailed my agent about this to be on the safe side and this is the response I got: -

 

 

For the 175 visa Specific Work Experience, your work must have been in a closely related occupation on the SOL. Therefore you could not claim work experience in any occupation other than those on Schedule 3 attached.

If your work can still be counted as a Management Accountant, even if the title is Finance Manager/Director, that could be ok. DIAC work mainly on your tasks, rather than the job title.

The accountant descriptions are:

ACCOUNTANTS plan and provide accounting systems and services relating to taxation and the financial dealings of organisations and individuals, and advise on associated record-keeping and compliance requirements.

 

 

    Tasks Include:
    • assisting in formulating budgetary and accounting policies
    • preparing financial statements for presentation to boards of directors, management, shareholders, and governing and statutory bodies
    • conducting financial investigations, preparing reports, undertaking audits and advising on matters such as the purchase and sale of businesses, mergers, capital financing, suspected fraud, insolvency and taxation
    • examining operating costs and organisations' income and expenditure
    • providing assurance about the accuracy of information contained in financial reports and their compliance with statutory requirements
    • providing financial and taxation advice on business structures, plans and operations
    • preparing taxation returns for individuals and organisations
    • liaising with financial institutions and brokers to establish funds management arrangements
    • introducing and maintaining accounting systems, and advising on the selection and application of computer-based accounting systems
    • maintaining internal control systems
    • may appraise cash flow and financial risk of capital investment projects

May provide insight into cost performance and support the implementation of benchmarking and improvement initiatives.

     

221113 TAXATION ACCOUNTANT

 

    Alternative Titles:
      Taxation Agent
      Taxation Consultant

    Analyses, reports and provides advice on taxation issues to organisations or individuals, prepares taxation returns and reports, and handles disputes with taxation authorities.

     

 

A Finance Manager is described as:

 

 

FINANCE MANAGERS plan, organise, direct, control and coordinate the financial and accounting activities within organisations.

Tasks Include:

 

  • determining, implementing, monitoring, reviewing and evaluating budgetary and accounting strategies, policies and plans in consultation with other Managers
  • providing financial information and interpreting the implications for business performance and funding needs
  • coordinating the development, implementation and monitoring of accounting systems
  • directing the preparation of financial reports that summarise and forecast the organisation's financial position such as income statements, balance sheets and analyses of future earnings and income
  • assessing capital finance proposals and the financial status of operational projects
  • advising on investment strategies, sources of funds and the distribution of earnings
  • delivering long range profit forecasts, budgeting and financial reporting
  • ensuring compliance with financial legislation and standards

I think you have to be very carefull with the term 'closely related'!

 

From my own research I have coin that it is determined by the 'unit group' of the occupation. Unit groups are based on, I think, the first four digits of the occupation code, these must be identical for the occupations to be classed as 'closely related'.

 

I have spent 11 years as a electrician and 3 years as an electrical design engineer, I used to installed electrical systems in buildings, I now design them. You don't get any more 'closely related' than that, at least in my opinion! The problem is my opinion doesn't count and as the two occupations are in totally different unit groups the Australian government does not seem them to be closely related!

 

I'm not saying this is th case with you but it would be worth searching 'unit groups' on the Australian governments website to find out for sure.

you can get the skills assessment done from either CPA Australia or ICAA. yes, you need to do IELTS (Academic) before you submit your skills assessment application. probably you may require to do a course on Australian taxation from an accredited institute to be assessed as suitable for taxation accountant, am not sure about this..

For Skill Assessment of Taxation Accountant, you should send your application to CPA.

The processing time is app. 2 weeks.

You are required to get IELTS 7.0 in each component, Academic Module for the Assessment.

If you do not possess a qualification such as CPA or ACCA, you also need to write the syllabus for subjects studied at the university.
