Try calling the aspc helpline. +61 1300 364 613 (outside Australia) 1300 364 613 (in Australia) I agree that the 'Cap and Cease Bill' is the ultimate fate for many if not all applications in this category. I agree with you, few days back my friend called the immigration people and asked about his application ( he has applied residency as chef about three years back) and they said not before 2012(before dooms day).
