I don't really see a problem for it if there is a demand and people sign up for it. Your contention that it make Australia a laughing stock, maybe Melbourne Uni a laughing stock, will be borne out in time if there is no demand and they withdraw the course. So let up defer judgement. I would only consider it a scam if people are not getting what they paid for. If people know the course objectives and syllabus and want to do it, it is not a scam.
