Normally, there is a requirement that they are resident in the UK for 3 years before attending university to be entitled to home student status. Otherwise they are treated as international students. However, some universities have waived this for some courses.

Universities can interpret the rules differently.  If they decide that the young person went with parents for a temporary time overseas then they can be treated as resident.  That is just the international v home fees bit. 
The other thing to consider is will they qualify for university fees to be paid and a loan from the Student Loan company who have more rigid criteria. uni courses in the UK are not as flexible as in Aus where students can do less modules each year and work to support themselves, only paying for those units.

If you have been lucky enough to keep a house in the uk while away then you can get round the rules. The processes appear to be pretty dysfunctional and vary between different universities. Unfortunately a system that favours the more wealthy in society

As mentioned the main issue will be the student loan company, Universities can offer local fees but if you have to pay up front……

We were exactly in the same boat as you. We did not keep a property in the uk. Some universities classified our 19yr old as domestic others as international. This determined where our child went as we needed student loan (which we got). Since Brexit I expect there is more competition by universities to grab students  so may be some more options for you hopefully
