No, it makes no difference whether you own property in the UK or not.

You will pay a hefty surcharge if you are on a temporary visa (e.g. 482 or 491), and you'll also need permission to buy from the FIRB.

If you have never owned property in either country, you may be eligible for first home buyers' benefits.
