I always thought that the "technically correct rules" where that you had to have a medical at the point of applying. As a concession to applicants (because it was taking so long to progress applications) they adopted the process of issuing a request for further info for medicals and giving you 28  days to comply.

Whilst they probably will allow you extra time to comply, they could also turn round and say they've already been generous by allowing you to submit late

more information here in case you haven’t seen. Additional time will be given.

I’m in exactly the same situation and have uploaded a letter on immi to inform them their panel of doctors not taking examinations at the moment and need more than 28 days....hopefully common sense prevails! good luck with it all.
