491 visa as a Tasmanian graduate

I'm just hoping someone can help with my confusion with the 491 visa. I know Tasmania is accepting recent Tasmania graduates on this visa however it still requires a positive skills assessment including one year post qualification work experience. Does this mean I must go home for a year to gain the work experience before applying for this visa or is there an exception for the skills assessment?

A positive skills assessment is a requirement for any points tested visa. This is not a requirement of the State.

Most Graduates gain the experience required for the skills assessment while in a subclass 485 Graduate Skilled Visa.
