Paternity pay/maternity pay

we are a UK couple with PR. 

Our little girl was born 6 days after our Permanent residency was granted (doesn’t matter that it took 13 months for approval 🙄)

but my fathers pay was approved

but my wife’s maternity pay was declined. 

Has anyone else had the same issue?

Has she worked for at least 12 months with her employer before going on maternity leave?

Also to get paid parental leave you need to meet the residence rules; from Dept of Human Services:

 Newly arrived residents generally have to wait 2 years before getting this payment, with some exemptions.
