I assume the Commonwealth government administers the policy regardless of which state you are hoping to move to?

If you are referring to the waiting to be invited by NSW, there are no published times.

NSW regularly reviews lodged EOIs nominating NSW and decide which to invite, based on their own criteria.

There is no guarantee that you will be invited.

As you currently score the minimum, you should research ways to increase your score, to increase your chances of an invite.
