How do you select just two states on EOI? For the 190.

Keep in mind when applying for ACT you must sign a commitment to live and work in that state for two years. Not sure how one can be committed if they have also expressed interest in another state.

Well it's pretty easy, when you look for a job you apply to more than one company, but once you get an offer you are happy to commit to then you commit and now out of the others gracefully

Some states want commitment only to that state. If one expresses interest and or applies to other states and doesn't disclose that information then there may be a problem if the nominating state find out. 

In the Tasmanian requirements for example there is a line: "... express interest in living in another state or territory will not meet the criteria to be considered for state nomination in Tasmania".
