Australia to trial new ways for settling migrants in regional areas

A lot of these regional areas are actually cities, like Adelaide, Hobart, Darwin, Geelong, Sunshine Coast, cairns and many others. Perth was considered regional a few months ago, If I’m not mistaken. 

And the government is planning to issue these visas depending on the job availability.

Need help. How to apply for visa 187 .do I need employer sponsorship  first / or job then apply or I can apply on line on my regional area preference. Trying for sibling to migrate in Australia.please help. If any one have idea visa 190 how to apply advice me.thanks.
