Strictly speaking midnight isn't AM or PM but as midnight is the start of a new day I've always thought of it as AM ........................... not that I want to get into any arguments about it. Yes we know that, and we're saying you can avoid the problem when using a timer, by setting the time at one minute after or before the hour. When it's 11.59, it's still p.m. When it's 12.01, it's obviously a.m. So choose one of those times instead. The article you linked to is correct, there is no standard what to call 12 on the dot. Once upon a time, they had thousands of volunteers who checked all the changes and made sure they were correct. Now, the novelty's worn off and there's hardly anyone left. So if someone changes an entry and it's inaccurate, it takes months or even years before anyone checks it. How do I know? I used to be one of them. The minutes and seconds before are PM and the seconds and minutes after are AM. But itself, it’s midnight. Same applies applies to midday (noon), but reverse order. However people assume it’s AM at midnight and PM at midday. This includes business and recruitment too (applications must be in by the close of the day.
