Qualification in Electronics and Telecom and 7.2 years experience in Network Engineering....Will my experience get deducted

Greetings !

I have many questions in y mind before I start with my immigration process for Australian PR Visa 189/190 :

Qualification: Bachelor of Engineering (University of Pune) Electronics and Telecommunications - 2009
Total / Relevant Work Experience: 7 years 2 months (SOL CODE: 263111: Computer Network and Systems Engineer)

CISCO CERTIFIED NETWORK PROFESSIONAL (Routing & Switching) Valid till November 2018.

Age: 33 years
 

Queries:

1. Which accessing authority will access my Qualification and Work experience - Engineers Australia or ACS ?

2. Should I provide my CCNP certification along with my documents ?

3. In my case would Accessing authority deduct years from my work experience. If yes, how many ?

4. Is PTE score considered at assessment stage or it's considered at the time of EOI. (I'm asking this as I'm unable to score 7 in all bands in IELTS). (IELTS Overall: 7, L: 8, R: 7, W: 6.5, S: 6.5)

5. As my good at my mother tongue Hindi, am I eligible for NAATI points. What's the procedure for that assessment?

Please revert as this is confusing me a lot.

Hi please refer the task and duties mentioned in this occupation. Of you ate doing all this then you can happily go for skill assessment.
Assessment authority is also mentioned against each occupation. Some of the occupation need to face technical interview after positive skill assessment which is also callled stage 1

And overall PTE score doesn't matter if you want score 10 extra marks then you have to score 65 each in all 4 modules.
