Boris Becker won Wimbledon at 17 when he could have instead played in the junior event. Men competing against women there are rules about. I believe the not forever comment was based on one day someone might have concrete evidence a trans women isn’t in any way advantaged and is equal to a biologically born women (in terms of strength etc) I cannot see how that could ever be the case and it’s clear currently it isn’t hence the decision.
