Onshore aged parent with health issues

My mother aged 84 is visiting from Singapore - she has an enlarged heart and has recently recovered from a second stroke. She has been living in Singapore with my brother (who has Australian PR). She has two other children who are both Australia Citizens - hence all her kids are either Australian citizens or PR.

 

We are considering applying for an onshore aged parent visa as my brother is also moving permanently from Singapore to Australia- so that she is surrounded by family in her last few years of life. My questions are as follows:

 

 

  1. My understanding is that if there are no restrictions on her visitor visa - she can apply for a aged parent visa whilst in Australia - and that whilst her visa is being considered - she will be granted an automatic Bridging Visa - is this correct?
  2. Whilst she is on this bridging visa - does she get any entitlement to Medicare - eg if we need to take her to a doctor or hospital - is she covered.
  3. How long do they usually take to process an onshore visa?
  4. If they reject the visa, is there grounds for appeal as all her family are now based in Australia

Pretty sure over 75's need to pass a medical to obtain a visitor visa. I looked into it for my grandparents to come to our wedding in oz.

With ongoing health issues I think if she were to come that she would have to pay for health cover. Look at the medicare site and it will give you the information. We all pay for our health here, private insurance, if in the public system wait lists are long and if attending doctors some bulk bill others do not. Medications would be expensive for her as well. Lots to look into. If the family is happy to pay all expenses may be possible.
