Kindergarten Director trying to migrate as Childcare Center Manager. Enough for TRA assessment?

Hello!

 

I am new to pomsinoz but I would really appreciate any help you can provide.

 

I have been a kindergarten/preschool director for 5 and a half years and before that I have been an early childhood teacher for three years. I have a Bachelors Degree in Pedagogy of Primary and Preschool Education.

 

I am planning to migrate to Oz as a Child Care Center Manager (ANZCO 134111) with the Direct Entry stream - 186 visa. The first step in this process would be to get a successful assessment from TRA.

 

I think immi requires a BA for this position (because it's at skill level 1). As a kindergarten director I have done all the tasks (and more) listed on the immi website for this job and the kindergarten where I have worked resembles in a lot of ways a Childcare Center (after-school, offered lunch, nap time, etc.).

 

I believe these should be enough but I am not sure what TRA is looking for...

 

Do you think I am qualified enough and have enough work experience to get a successful assessment from TRA?

 

Any advice you could give me would be great :)

The following is for the TRA Job Ready program which is skills assessment for people who gained their qualifications in Australia, but I think you'll find that TRA will have much the same requirements for Migration Skills Assessment:

 

Child Care Centre Managers are responsible for:

 

  • directing and supervising child care workers,
  • developing and implementing programs to enhance the physical, social, emotional and intellectual development of young children,
  • providing care for children in before-school, after-school, day and vacation care centres,
  • managing physical childcare facilities and ensuring all buildings and equipment are maintained,
  • maintaining records and accounts for the child care centre, and
  • complying with government child care requirements and standards.

 

 

For your employment to be appropriate for Step 2 of the Job Ready Program, you must be employed full time for 12 months as the manager of a childcare centre licensed by a regulatory authority with a minimum of 20 children in the 0-5 age group and you must be performing the above duties and tasks.

I had all the responsibilities listed and they also appear in my job description.

The number of children will not be a problem. The kindergarten always has at least 60 children each year (in some years even 90). The age group is from 2 to 7 so maybe that could be an issue.

 

I have read on the tra website something about a "closely related occupation" but they don't give any details. What is considered a closely related occupation?

I am also planning on migrating to Australia with this occupation. I wrote to TRA and this is what they replied:

 

"Thank you for your enquiry to Trades Recognition Australia (TRA).

 

TRA is a skills assessment service provider which specialises in assessments in trade occupations for the purpose of migration. There are a range of Skills Assessments. The FAQ section on the TRA website contains answers to commonly asked questions for each program as well as general TRA information.

 

Before submitting an application to TRA, it is important that applicants confirm with the Australian Department of Immigration and Border Protection (DIBP) www.immi.gov.au that a TRA skills assessment in the nominated occupation will be suitable for the chosen visa.

 

As a Child Care Centre Manager [ANZSCO code: 134111], you will need to apply for a skills assessment under theTRA Migration Skills Assessment (MSA) Program, unless you are applying for a subclass 485 or 457 visa. Details regarding the TRA MSA program can be found in the TRA Migration Skills Assessment Applicant Guidelines on our website.

 

To be eligible for a successful MSA outcome evidence is required of:

 

 

  1. a qualification comparable to the relevant qualification in Australia for the occupation and
  2. employment at the required skill level for Australian industry standards.

 

 

The qualification that may be most relevant for a Child Care Centre Manager [ANZSCO code: 134111] in Australia is:

TRA cannot provide advice about the likely comparability of a specific qualification to the relevant AQF qualification in Australia without conducting an assessment, and for this to occur an application would need to be lodged with TRA.

 

You will find more detailed information about evidence requirements for qualifications in section 2.6.1 of the MSA Applicant Guidelines.

 

Your employment will be comparable if you:

· have worked in your trade for a minimum of three years after the award of your qualification; and

· can demonstrate currency by having worked for 12 months in the last 36 months; and

· provide TRA with a certified employment statement from each employer you have worked for in the three years being claimed which can be verified by TRA; and

· provide TRA with sufficient evidence of being paid by each employer, such as payslips or tax documents.

 

More detailed information about evidence requirements for employment is in section 2.8 of the TRA Migration Skills Assessment Applicant Guidelines.

 

Please ensure you are using the latest version of the TRA MSA Guidelines (currently March 2015) when preparing your application and also refer to the Applicant evidence checklist on our website when preparing the application.

 

TRA cannot provide advice prior to the lodgement of a skills assessment application about the likely comparability of a specific qualification or suitability of employment. "

 

So you do not require a bachelors degree to get the visa, you need a minimum diploma of children's services which is about a NVQ 3 here in the UK. You also need to have managed a Nursery with 20 children between 0-5years although 'a similar occupation' is often accepted so you may be ok with 2-7years. I am currently studying for my foundation degree and when I finish I am going to apply as I have ten years experience in nurseries and I will have 3 years management experience when I finish the course and still I don't know if this will be enough as they say 'after' the qualification is completed!

Hi Guys

 

Beware the grading system in Australia, I paid for ACECQA to assess my Cache Diploma assuming it would be recognised as Diploma equiv in Australia...nope its not!!! Their website does state that Cache/NNEB/NVQ3 were all previously accepted as equivalent to a Diploma in Oz if taken prior to 2012, and only in QLD (which mine was...but they still won't award a Diploma. Level 3 may possibly be still accepted in QLD for work purposes...as Oz diploma level.... but NOT necessarily for migration purposes. They only awarded me a level 3 Certificate, even though they stated it was equivalent to level 4???..I would still have to pay for a full further course even with RPL as you still have to been seen to study for at least 2 years to sit their diploma (which you can only top up to in Australia at an average cost of $10000 per year). I am looking into options to study a higher level here e.g. first year degree, but then my age points go down:arghh:, also no guarantee that when you pass this the criteria changes again.

 

A degree from Uk in childcare and the likes should be sufficient!!! but they are also very particular about your experience with the 0-2 yrs range and you need sufficient supervised placements with this age group...Ironically I have this and more experience in placement practice from training alone than a trainee teacher is expected to do, yet if i studied first year teaching it could be a possibility as seen as superior qualification!?? I would be seen as working towards a degree but even teachers still have to top up experience with baby placement days/ theory, therefore have a lower qualification in early years 0-8yrs.

 

I've been going around in circles passed from dpt to dept, no-one will specify the course you need, and basically your paying between £800-£1200 plus to get this assessed by TRA. Good luck guys it sounds like you have a lot to offer with experience and quals just check 0-2 age range experience and that your qualifications match at least an australian bachelor degree.

A couple of things to note.

1) The first thing you will need for a subclass 186 is an Australian employer willing to offer you a suitable position in Australia;

2) The skills assessment for a Child Care Center Manager can be a tricky one. TRA is a Trade assessing Authority, thus their name, Trades Recognition Australia. As such, this occupation is a bit of an anomaly from the occupations they usually assess such as plumbers and mechanics.
