189 visa nomination question

This may be a bit obscure, but I'm looking at the 189 visa and it reads as follows:

 

[h=4]Nomination by a state or territory government[/h]If you want to be nominated by a specific state or territory government, you must indicate this in your Expression of Interest. If you do not have a preference, you will be available to all states and territories.

Does anyone know, if you do not express a preference, could you subsequently be nominated by multiple states, and be able to choose between them?

It's up to you if you want state sponsorship. If you do, then you have to tick the state and also apply directly to the state.

 

If you leave the boxes empty then no state will sponsor you.

Seems I was misreading this. I thought it meant you could seek state nomination without nominating a specific state.

You didn't misread. It's not clear. When I got an invited to apply the email mentioned about a family sponsored visa. Complete nonsense!
