Luggage allowance does not depend upon visa type. Depends upon airline, class of travel etc. Find some flights and then see what the luggae allowance is. Not strictly true - if the person is the holder of a unvalidated permanent visa and traveling on a one way ticket they may be able to get an extra baggage allowance.
