I had my RCB refused. Position: Cook Visa applied Jan-2018 My MA says he is building a strong case against it, is it possible submit any documents now or we have to wait to go AAT?

Hi, Positon: Cook Visa 187 RSMS Visa applied 21/Jan/18 RCB refused OCT/18 I just got my RCB refused for the second time. RCB says: There is insufficient evidence of advertising for the position therefore tis criteria has not been satisfied. (My agent says they have provided enough material) That the salary offered appears to be below the average market rate. Further, the terms and conditions of employment are not adequately noted in the employment contract. (My agent says he had other applications approved with salaries bellow mine. In other RCB authorities) Now he gave some options of how to proceed: Re-lodge again RCB, but he is not sure if he can get a positive outcome or Build a strong case showing that RCB made a mistake. He said he has done salary research and all is according to NSW Club award 2010. He told he has only two RCB refusals in his company and both are from the same place (RCB far south coast). Im wondering if anyone know any agent who has had success in the same area?
