Urgent help needed

One of my friend applied for 491 visa with 80 points and now he come to know he can’t claim 5 points for Australian study requirement . He don’t know about that And mistakenly claim that . So my question is how can he correct that and leave positive impact your help much appreciated

My friend wants to apply for 190 state nomination for NSW. He got 65 points including everything and occupation is cook which is on nsw skilled list with medium availability so it is posible to get invite with 65 points

Yes I had checked already the vetssasses there is a list of units I have an idea about the units but I don't know what kind of question been asked. Russell are a Filipino? have you done the technical interview for commercial cookery?

Nomination applied : 4th dec

I didn’t as not specified anywhere - if you have any doubts then perhaps contact the state that nominated you.

I’m on a WA state 491 and on their state nomination agreement it says to inform WA government once DHA has granted the visa. Not sure with other states however.

My apologies if this is not the info you are after. Maybe edit your question to include the subclass you are asking about. I was only giving you the information that I know about. 
Also, even after a state has nominated you, doesn’t your application still end up with Department of Home Affairs? (Correct me if I am wrong on this). State nomination would then still be covered by your general question regarding processing of applications for offshore applicants. I can also see Green above responded in general terms. 
If you had already applied for a visa and are awaiting a response from DHA it’s a different scenario to waiting for an invite. People might have different pointers for you. That said, editing your original question or clarifying it might get you the responses closer to what you are after.
