Can I obtain permanent residency through 489 migrant Visa or is it valid only for a specific period?

If the skill assessment gets a negative result is it a barrier to go for a fresh skill assessment under the same category after that? How long I have to wait to file a fresh skill assessment?

I have a Degree in Law (hon) and Masters in Law awarded by a national university in Sri lanka. Also I am a lawyer. I work as a legal officer and having 9 years experience in capital market related legal work. Currently working at the securities market regulator in sri lanka. I have a special knowledge in relation to securities investments. I have done court work too. I found "legal "under the consolidated sponsered occupation list. What are the other types which I can try? What is the best visa category for me to come and work permanently in Australia?
