Thanks for the help mate. I get much clearer now after your reply. If I find jobs in Canberra that don't require security clearance, can I send those again to ACT Migration Services asking them to reconsider or should I lodge fresh application for ACT sponsorship giving these jobs as evidence now?

Hi everyone I am also facing similar problem. My ACT nomination was refused based on the reason that I am not able to apply to 13 out of 14 jobs that I sent with the application due to citizenship and security restrictions. As per my understanding, the security or citizenship requirements can be obtained once I get the Visa so how can I have that before even applying for the visa? Since I have already submitted the EOI, can I get Visa invite from DIAC even when I do not have a state sponsorship? I believed that for 190 visa, state sponsorship is required, so this is a loop - I do not get state sponsorship as I do not have security clearance. I cannot have security clearance without the visa. And I cannot get the visa without state sponsorship. What can be a solution to this? Can you also tell me about any other state where security clearance is not that important?
