Anyone waiting for citizenship ceremony in Canterbury-Bankstown council?

If you have taken the test and approved, Yes you can leave the country and come back for the ceremony. If you have taken the test and no approved yet. You can still leave the country but you application will not move forward. You have to be in Australia at the time of approval.

Correct. I know I am not eligible yet. Just tried to pre-fill the form before the eligibility date (28/3). I will probably do as @bwatt99 suggested. Pre-filling print form right now and enter details online on the day of submission.

I am exactly in the same situation. I tried to pre-fill application but it didn't go through. After entering initial information, it says you don't meet residency requirement yet.

If you have lived more than 90 days in any other country after your visa grant, then YES you need police clearance from that country.

Showing bank statement or paying 3/4 weeks rent in advance does help to secure a rental without a job.

Yes. His wife's IELTS can be of any date but main applicant's IELTS date must be earlier than Visa Application Date. If he cannot provide his wife's IELTS within 28 days, he should inform CO explaining the situation and also send IELTS Registration Receipt as a proof.
