It a pain, but that recording about them not being there to take your call, I assume is also their "line busy" message. Either way, last night at 1am (UK time) I got through to them after 3 attempts within about a 5 minute period. They said they were busy with early October, but that it is not 100% accurate gauge and you should contact your CO as they are the only one who can request them to urgently process something.
