There are some variations to this rule, for example John Curtin School in Freo has a specialist Theatre Arts program and they will accept some kids from outside the area subject to them passing an audition and a place being available.
However for most of the good state schools you must be living in the area. Renting in another area while waiting to buy in the "right" area will not entitle your kids to an enrollment. They will have to go to another school first and move when you do.

As Bob rightly says, schools do have a defined catchment area but there are ways and means of getting around it?
We live in Carramar and prior to the advent of new schools being built in Carramar........ Wanneroo Senior High was the school within our catchment area.
We knew of friends who were having major problems with their children at that school; plus, at that point in time it didn't have a good reputation anyway (all changed now btw). As such we got all our 3 boys into Woodvale Senior High School by getting them to do a musical scholarship there.......... as we lived outside of the designated catchment area. Their music paid off as with the school band they went on trips to Tasmania, Qld, and even got a side trip to the MCG.............. how cool is that?
They could have done a football scholarship if they wanted (that would have been my choice) as there is a soccer school of excellence programme in place. Another good thing about Woodvale School is they run a programme in conjunction with the School of Mines. Places on same are at a premium; our two eldest boys were luckily able to get on it....... and both did very well...............the youngest didn't fancy mining so he stayed on the music programme.
From Woodvale our middle son went to Uni ............ he is in his final year up at Kalgoorlie at the moment; and has already been offered a Post-Graduate position which he takes up with BHP Billiton come January. As such we are really happy that Woodvale had the mining programme in place; especially so because our eldest lad is up the mines too.............. and despite him being only 22; he has scored a lucrative manager's position and he does FIFO............. so thank you Woodvale for putting our two eldest kids on the right path!!!
