Do you mean Narre Warren? If you do it wouldn't be high on my list of places to live!
Emerald is really pretty but I don't know much else about the area, the same applies to some parts of Belgrave and I don't know anything about Berwick.

Probably best to look at Berwick first, its pretty popular with Ex Pats & crime stats are good compared to areas like Dandenong & Noble park.
Some areas of Narre Warren are beautiful & have a few million dollar plus homes.
Belgrave is kinda quaint but can be slightly hippy (ish) at times.
The main high st' in Berwick is nice ..has a village feel to it, a bit like Brentwood in Essex if you know it....but they have built huge housing estates around it with not a lot else going on. It dose have a main line station into the city and the new East Link will get you to the bay a bit quicker!! We looked at this area when we first arrived but once we discovered the Peninsula we completely changed our mind, longer travelling time into the city but sooo worth it!!
Parts of Narre Warren are ok parts are not.
I dont know anything about the other areas.
