G'day Scoop, the Regulation in relation to the number of dogs that can be kept on your property is a Local Council Regulation and so it will depend on where you decide to live, however, I would say that most Councils would have the same Local Laws.
Here is an example,
Permitted Number of Pets
If you want to be keep more than 2 dogs and 2 cats, or 4 different types of animals and your land is less than or equal to half a hectare, a Local Law permit is required from Council.
Without a permit, the number of animals on one property at any time must not exceed the maximum number set out in the following table:

Poultry (not including Rooster) 5

More than 2 dogs and 2 cats
A permit is required to keep more that 2 dogs and 2 cats up to a maximum of 4 dogs and 4 cats.
To obtain an application form contact Neighbourhood Services on ******** or visit one of our Service Centres.. A separate form is required for dogs and cats.
Fee of $50 applies for permit, which is granted for 3 years.
Permit Guidelines - Dogs
Written consent to the application is given by all abutting neighbours. Note: any (written) refusal to consent must list reasons for the refusal.
A secure run is provided with concrete floor and drainage sufficient to:
confine the dogs when the owner is absent from the property
provide exercise room for the dogs when confined
provide easily cleaned housing for the dogs
any food for the dogs can be stored either in a refrigerator or a vermin proof container (for dry food)
the animals are kept in clean and sanitary conditions
Permit Guidelines - Cats
Written consent to the application is given by all abutting neighbours. Note: any written refusal to consent must list the reasons for the refusal.
A facility is provided to enable the cats to be confined to the property from 6.00 pm until 6.00 am the following morning.
