You can make deposits and arrange for your cards and other stuff to be waiting for you at your chosen branch once you get here, then its a case of going into the bank, providing the proof needed and the account is activated. You can use it straight away .
I believe Moneycorp can also set up a NAB account and transfer money into it for you, and you can access once here.
HSBC will also arrange accounts here for you in their Australian Branches

That makes sense - you can put money in but until you provide proof of ID, you can't take any of it out again.
I can see how that would be popular with the banks!
