The CSL is above. Civil Engineer is on it as long as your skills assessment says 2124-11. Have you done this bit of things correctly?
Where did you send the additional documents to? Did you e-mail them direct to the CO? Did you ensure that the file formats are acceptable to the DIAC computer?

If none of the above explains the sudden and lengthy silence, are you from a high risk country? That is not supposed to make any difference with the processing times but I suspect that it still does so.
If we still do not have a rational explanation for the delay, I would phone the ASPC. The CSL was suddenly changed on 16th March without warning and about 1/2 of the occupations that were on the original CSL were removed from it.
As far as I know DIAC does not have an automatic sift & sort feature on its computer. I believe that the sorting is done manually by office juniors. If so, errors are inevitable with such a boring job and it could be that your application got thrown out of the "CSL pile" by mistake.
I would definitely query the delay, though, in case your CO has sent another e-mail which has not reached you. Some anti-virus and spam filters have a habit of dumping some of the stuff from DIAC into trash bins, so check that as well.
